Pesticide Registrations and Actions

  • On December 11, the EPA published a Federal Register notice announcing the availability of the ethoprop (Mocap®) Interim Reregistration Eligibility Decision (IRED) on all but the liquid (EC) formulation. The IRED excludes the EC form because of occupational risk concerns involving skin exposure of mixers, loaders, and applicators. The registrant has agreed to conduct a biomonitoring study and submit the results by March 31, 2003 to demonstrate that the actual exposure to workers is below EPA’s level of concern. If the data do not demonstrate sufficiently low risk, the registrant has agreed to voluntarily cancel the EC formulation. The registrant has also agreed to substitute a less dusty carrier for the granular formulations. Crops that will be lost from the Mocap® label include peanut, citrus seedling, and golf course. Snap and lima beans, field/sweet corn, and sugarcane will be taken off the EC formulation labels. Other Florida-affecting changes include EC formulation on cabbage banded only and maximum rate for potato east of the Mississippi reduced from 12 pounds of active ingredient per acre (lb ai/A) to nine lb ai/A. The ornamental maximum rate would also be reduced from six lb ai/A to three lb ai/A. Certain other applications and practices will also be modified.   • On December 4, the EPA published a Federal Register notice announcing the availability of the fenarimol Tolerance Reassessment Decision (TRED). The TRED addressed 42 tolerances which are now considered safe under the FQPA. However, due to concerns over exposure, the registrant has agreed to remove the residential uses from their labels until they conduct a special developmental toxicity study that will assess possible effects of fenarimol on the adult and juvenile rat hormonal systems. Once these data are submitted, the EPA will make a determination regarding the reinstatement of the residential uses. (Federal Register, 12/4/02).
  • On December 19, the EPA published a Federal Register notice announcing the availability of the naled Interim Risk Management Decision (IRED). The IRED stated that the individual and aggregate risks are within acceptable levels, providing risk mitigation measures are adopted. Although naled may not be used in and around the home by residents or commercial applicators, residents can be exposed as bystanders from wide-area mosquito control applications. The IRED will be considered final upon completion of the OP cumulative risk assessment. (Federal Register, 12/19/02).
  • On December 9, the EPA published a Federal Register notice announcing the cancellation of a number of products which contain diazinon, as well as some uses on diazinon-containing products. The products which were cancelled entirely were labeled for residential use, which is being phased out over the next several years. Product label amendments largely deal with the loss of celery on granular formulation labels. (Federal Register, 12/9/02).
  • On December 6, the EPA published a Federal Register notice announcing the cancellation of some uses from certain labels. For products registered in Florida, there is the loss of poultry from Bayer’s Sevin® (carbaryl) manufacturing concentrate (EPA Reg. # 264-325), loss of greenhouse food crops from Fulex nicotine fumigator (EPA Reg. # 1327-41), and loss of eggplant and onion on Griffin’s Trilin® (trifluralin) herbicide (EPA Reg. # 1812-355).   • On December 4, the EPA published a Federal Register notice announcing the approval of three pesticides that may be of use in Florida pest management. The first product is Foliar Nutrient’s Lexx-A-Phos® fungicide (20.4% dipotassium phosphonate, EPA Reg. # 72499-1) for control of certain fungal diseases in woody ornamentals, turfgrasses, and non-bearing fruit and nut tree crops. The second is AVA Chemical Ventures’ sucrose octanoate esters (40%, EPA Reg. # 70950-2) which will be marketed to manage insects and mites. The third product is BioSafe Systems’ TerraCare® fungicide/algaecide (40% sodium carbonate peroxyhydrate, EPA Reg. # 70299-3) for control of certain fungal diseases and algae in turfgrasses and ornamental plants.   • On November 7, Florida Department of Agriculture and Consumer Services (FDACS) registered BASF Corporation’s Cabrio® (pyraclostrobin) fungicide (EPA Reg. # 7969-187) for control of disease in berries, cucurbits, fruiting vegetables, tomato, strawberry, and other crops.   • On November 7, FDACS registered BASF Corporation’s Headline® (pyraclostrobin) fungicide (EPA Reg. # 7969-186) for control of disease in citrus, peanut, potato, and other crops. (FDACS PREC Agenda, 12/5/02).
  • On November 8, FDACS conditionally registered Valent U.S.A. Corporation’s Regiment® (bispyribac sodium) herbicide (EPA Reg. # 59639-105) for selective postemergent control of many weeds infesting rice. (FDACS PREC Agenda, 12/5/02).
  • On November 8, FDACS conditionally registered Dow AgroSciences’ Grandstand R® (triclopyr) herbicide (EPA Reg. # 62719-215) for selective postemergent broadleaf weed control in rice. (FDACS PREC Agenda, 12/5/02).
  • The EPA has issued a quarantine exemption for the use of Dibrom® (naled) concentrate (EPA Reg. # 5481-480) in a bait treatment to eradicate Tephritid fruit flies that are responsive to the attractant methyl eugenol. The exemption will expire on November 13, 2005. (FDACS letter of 11/20/02).
  • Dupont Agricultural Products received tolerances for residues of the herbicide pyrithiobac sodium in or on undelinted cotton seed (0.02 ppm) and cotton gin products (0.15 ppm). (Federal Register, 12/4/02).
  • The Director of OPP recently announced regulatory progress on a number of IR-4 methyl bromide alternative objectives. Iodomethane should be registered by the EPA by spring of 2003. Fosthiazate for control of nematodes in tomato and trifloxysulfuron-sodium for control of nutsedge in tomato are both on the EPA’s fast track for registration and should be available within 2003.
